New Zealand Motor Car Compliances

All private motor cars being imported into New Zealand must meet an approved Exhaust emission standard if they were manufactured during or after 1990. There is also a provision for Frontal Impact where by all Motor cars will be subject to meet the Frontal impact standard and the manufacturer will have to show the standard to which Frontal impact has been tested which must also be an LTSA approved standard. Proof of the motor cars compliance will be required so that the motor car can be certified and registered in New Zealand. Please select the link to see an example of the Statement of compliance.

As a general rule, a statement of compliance is required for vehicles manufactured after 1st January 1990 & the LTSA show a list of makes/models of motor cars, which do & do not comply.

If your motor car is a European car fitted with a 'Whole Vehicle approval plate', (EC Type approval Chassis/Vin plate) this maybe accepted but we recommend that you check your compliance with an entry certifier. The safety EC type approval plate will normally be found fixed underneath the bonnet of the car.

Transport Service Delivery (TSD) agents

When Motor cars arrive in New Zealand they are required to be tested as part of the compliance procedure which will be carried out by a Transport service Delivery Agent (TSD). The process involves a safety inspection, certification, registration and licensing, the Transport Service Agent will carry out all of these steps.

TSD agents are organisations appointed by Land Transport New Zealand to carry out a range of functions, including vehicle certification inspections. They employ vehicle inspectors (who are approved by Land Transport New Zealand) to inspect and certify vehicles for registration.

In addition to certification inspections, TSD agents also assign and validate Vehicle Identification Numbers (VINs), register new vehicles, relicense vehicles, carry out warrant of fitness and certificate of fitness inspections, issue road user charges (RUC) licences and process change of ownership transactions.
