What is a non-vessel operating common carrier?
A non-vessel operating common carrier (NVOCC) is a company that issues Bills of Lading and acts as a carrier for customers, but does not operate its own ships. NVOCCs book space on vessels operated by actual shipping lines, consolidate multiple customers’ goods, and issue their own House Bills of Lading. PSS and most other removal companies operate as NVOCCs.
